ここでこの一定の規則が問題になります。多くのエンコーダでは2バイトを1バイトに分割したとき、分割された1バイトが既に安全なASCII文字 の場合、%＋16進数二桁へは変換しません。しかし、java.net.URLEncoder は分割した文字がなんであれ、%＋16進数二桁へ変換します。
